The color temperature of our paints is relative. That is, the temperature of a color is purely based on what you surround that color with. Light does have an intrinsic temperature which is measured on the Kelvin scale. The color temperature of light is one of the most determining factors to the colors which you see.

A cool color such as blue can be made warmer be getting mixed with a warm color such as red. While a warm color such as yellow can be made cooler by being mixed with a cool green. When mixing with other colours, a cool yellow will make pure bright greens when mixed with a cool (greenish) blue, mid greens when mixed with a warm (purple) blue, neutral oranges when mixed with a cool (purple) red and mid oranges when mixed with a warm (orange) red. To neutralise, add purple.
I’m thinking that if you modify a color with its complement, then you warm it or cool it. So, if you want a cool orange, you would dull it/cool it with blue or one of its splits (blue green or blue violet). If I were painting an orange, I might use this cooler orange on the shaded side. Therefore, the complement-modified orange is “cool”.
